Taxi theory test in Norway, explained in English
A plain-English guide to teoriprøven for drosjesjåfør, the theory test you must pass before you can get a kjøreseddel (taxi driver's permit). Facts checked 26 October 2026 against Statens vegvesen's page for the test, its official topic list (temaliste) and the law texts on Lovdata. Prøvetolk is independent practice material, not an official source and not affiliated with Statens vegvesen.
Who needs the taxi theory test?
Anyone who drives a taxi in Norway needs a kjøreseddel from the police in addition to the driving licence (yrkestransportlova § 37 a). That includes drivers who take trips through apps: transport for payment offered to the public via digital platforms needs a taxi licence too (§ 9). To get the kjøreseddel as a taxi driver you must show tilstrekkelig faglig kompetanse (enough professional competence), and passing this theory test at Statens vegvesen is how you show it.
Can you take the taxi theory test in English?
No. Statens vegvesen says you must take the test in Norwegian ("Du må ta teoriprøven på norsk"), and you cannot use an interpreter. You can apply for adjustments if you have reading or writing difficulties. If Norwegian is not your first language, the practical answer is to learn the key Norwegian words and practise reading questions in Norwegian before the test.
Format
- 35 questions in 60 minutes, answered on a PC.
- Pass mark: 85%, which is 30 of 35.
- Questions can be ordinary questions, sentences to complete, or statements to agree or disagree with.
- You get the result as soon as you hand in. If you fail, you can see which topics you got wrong, but not the questions.
- You need a class B driving licence before you can take the test, and you book a time at a Statens vegvesen traffic station. Bring valid ID.
What the test covers
Vegvesen's topic list (temaliste, June 2020) has these areas:
- Traffic safety: speed, passing, driving in the dark, in tunnels and on slippery roads, tiredness, alcohol and drugs, and the basic rule in vegtrafikkloven § 3.
- Vehicle and securing: owner and driver responsibility, insurance, brakes, tyres and lights, securing luggage, children, adults, wheelchairs and other aids.
- First aid and accidents: duties after a traffic accident, securing the scene, open airways, bleeding, CPR and shock.
- Service, communication and passenger safety: customer service, lost property, communication with passengers, the taximeter, privacy, payment systems, visible ID, patient transport, TT transport and school transport.
Vegvesen also lists the laws to read: trafikkreglene, yrkestransportloven and yrkestransportforskriften, personopplysningsloven, the regulation on use of vehicles and vegtrafikkloven. There is no compulsory course and no official textbook.
Kjøreseddel rules in short
- You must be at least 20 and have held a class B licence without a break for at least two years (yrkestransportlova § 37 c).
- You must meet the same health requirements as for bus licences (class D and DE), and the police check your record (vandel).
- Foreign nationals normally need 4 years' residence in Norway, with exceptions, for example for EEA citizens with a police certificate from their home country.
- The kjøreseddel is valid for 10 years (5 years from age 60, never beyond 75) and in the whole country.
